Text Box: About Us

EMCS draws on a network of consultants and emergency management professionals with many years experience in the emergency services to assist clients through a structured multi-phase project management approach, commencing with a full scoping of client needs.  This results in an accurate identification of requirements and the development of strategies to assist clients in the most efficient and effective way possible.

Led by our Principal Consultant, Paul Jerome, EMCS can assist you with a range of specialist emergency and crisis management solutions including reviewing or developing plans and systems, exercising and assessing your level of preparedness or training of staff in both emergency planning concepts and principles or rescue skills relevant to their role in your organisation.

Paul Jerome has over 25 years experience in the management of emergencies.  His undergraduate studies in biophysics led him to gain substantial experience in the management of technology used to treat patients with major trauma.  At the same time he embarked on his career in the emergency services where he developed extensive hands on operational experience in a range of rescue skills areas, specialising in motor vehicle extrication.

Over the years Paul specialised in emergency management planning and the facilitation and
design of solutions to community and commercial issues in emergency management.
He has provided significant leadership to the development and direction of numerous
emergency management system improvements in Victoria and was responsible for the
design, implementation and review of the process to audit municipal emergency management
plans across Victoria.  During this period he also
continued his studies, completing a
Graduate Diploma of Computing, a Graduate Certificate of Management and, most recently,
an Executive Master of Public Administration.

Paul also has extensive experience in the development and delivery of rescue skills training
and the establishment of internationally recognised best practice standards in motor vehicle
extrication training and service delivery.  Paul contributes to the advancement of the science
of rescue as the Executive Officer of the Australasian Road Rescue Organisation (ARRO)
and is also the chair of the World Rescue Organisation (WRO) technical committee.

We have a range of other consultants from the emergency management industry with experience from police and emergency services as well as strategic planning and media management.

As well as this extensive team in Australia, we have partners in the United Kingdom, Europe, North America and Africa.
